Don
Klung currently serves as Of Counsel with the Session Law Firm. After
joining the firm as an associate in 1998, Mr. Klung represented and advised
the firm’s technology and retail clients regarding regulatory compliance,
general business, intellectual property and organizational strategic planning
matters. He possesses extensive experience negotiating commercial
and government contracts and has served as a housing and aviation legislative/policy
analyst for the cities of Atlanta and New Orleans. Mr. Klung’s government
relations work includes advising the City of New Orleans regarding the
implications of the Aviation Investment and Reform Act for the 21st Century
(AIR-21) and assisting Mr. Session with Federal lobbying efforts.
During his tenure with the Session Law Firm, Mr. Klung was named Assistant
Administrator of the Viacom/Chancellor Media Education & Advocacy Fund.
As Assistant Administrator of the Fund, Mr. Klung ensured that the Fund
and its beneficiaries complied with FCC regulations, terms and objectives.
Mr. Klung’s community leadership experience includes serving as Executive
Director of the Winchester-Frederick County Virginia Convention and Visitors
Bureau. During his term, he promoted tourism opportunities in the
Shenandoah Valley of Virginia and guided the Bureau through an unprecedented
private-to-public sector transition by implementing a comprehensive restructuring
plan for the Bureau. Mr. Klung executed the plan in a manner that
successfully resolved long-standing personnel, budgetary and infrastructure
challenges; avoided threats of litigation and public acrimony against local
politicians, municipal authorities and Tourism Board members; and preserved
the confidentiality of internal personnel matters and decision-making processes.
Prior to becoming an associate with the Session Law Firm, Mr. Klung
served Wilmer, Cutler and Pickering where he was assigned to the Securities
Law Division team. As a member of the Securities Law Division team,
he assisted in the defense of a Wall Street securities brokerage firm during
a complex class action case. Mr. Klung fulfilled extensive discovery requests,
both in Washington and at the client’s offices in New York, and worked
with lead counsel to manage the document review process.
In 1997 Mr. Klung was appointed law clerk for the U.S. House of Representatives
Judiciary Committee, Subcommittee on the Constitution. While on Capitol
Hill, he effectively managed legislative and public policy research projects,
drafted opinion memoranda and interfaced with the public, Federal regulatory
agencies and congressional staff and Members. Mr. Klung was
also responsible for analyzing pending bills in the House of Representatives
and reporting the bills' constitutional and public policy implications
to staff counsel.
Winning advocacy battles in the public arena through effective prose
and public relations strategies, Mr. Klung’s successful pre-law school
career in media and marketing spanned eight years and included production
of public relations, informational and promotional projects for the White
House; Gannett/USA Today; NASA; Discovery Channel; National Geographic
Society; Sara Lee Corporation; Amgen; Chemical Manufacturers Association;
WUSA Television (Washington, DC) and various local and state nonprofit/educational
organizations. Also among his accomplishments were his involvement
in the creation of national and state political advertising campaigns and
regional broadcast commercials.
Mr. Klung earned a J.D. from the Columbus School of Law at the Catholic
University of America, and is a member of the Virginia State Bar. His professional
affiliations have included the U.S. Conference of Mayors; the Airports
Council International; the American Bar Association; the Federal Communications
Bar Association; the American Intellectual Property Law Association; and
the Business, Intellectual Property, Real Estate and Local Government Law
Sections of the Virginia State Bar.
