Jon C. Cooper has 25 years of experience in analyzing issues
related to environmental conservation -- as an environmental scientist, lawyer and senior
manager in positions in non-profit, government, academia, and private industry. He served
as a consultant to the President's Council on Environmental Quality and in various
capacities at EPA, including as an aquatic ecologist in the Office of Toxic Substances (OTS),
EPA ecological representative to the Interagency Testing Committee on Toxic Substances;
and assistant to the Office of the Senior Scientist, OTS.
Dr. Cooper was the science director of the Hudson River Foundation, science policy director
at Louis Berger & Associates, and vice president for natural resources and environment at
Marasco Newton Group, Ltd. As a consultant, Dr. Cooper has performed over 100 assignments in
30 countries and the United States. He has authored more than 40 scientific and legal
publications. He holds a M.S. in Environmental Chemistry and Civil Engineering and a Ph.D.
in Zoology, both from the University of Wisconsin and a J.D. from Pace University School
of Law.
